I threw all my resources into luke getting him to 85,gear level 9(needs alot for 10) and to realize I'm lacking in omega(I have 2 Zetas I'm sitting on)and my rebels are nowhere near my empire toons......

My advice would be don't do anything. EA just released 11 new zeta abilities in a single week, on top of all the other ones that are already in game. It will take at least a month to establish which zetas are worth using with different squads. If you see a zeta that would help your team (R2's is very useful), go for it, but if you're not sure, don't zeta just for the sake of it.
