I can confirm what others say. Use Chopper instead of Sabine. Also, max out everyone's abilities but ignore all the zetas. You don't need them. I got through the final tier and event without any of the Phoenix characters zeta'd.
I also had Hera and Ezra at Gear 10. Chopper was at 9, and Zeb and Kanan were 8. But I have most of them almost close to next gear level. Most need one more slot filled to take them up a gear level.
Don't worry about Chopper throwing rocks. Might be stupid but his other abilities help out. Plus he can Taunt and when he taunts, evasion for him goes up so the enemies may not hit him and will attack him. So while they are failing at hitting Chopper, you can use the other Phoenix characters to attack the enemies. Chopper can also remove buffs from whatever enemy you have selected. So that helps. It IS possible to get through final tier with Sabine, but it's just A LOT easier using Chopper.
