When he starts his turn he is at 0 tm. At that point it doesnt matter when the droid or separatist is defeated he will be granted a bonus turn (100% TM with a flag for bonus turn). I guess there is a little order of operations thing going on, but I would always expect 0 TM to be the first thing that happens at the start of a turn, vs any abilities or leader stuff.
At the end of his turn he has 100% TM and the "bonus flag". Which means that only a toon with a bonus turn and TM overflow or faster speed would go before him.
That is my take on this, and it seems to fit exactly the expected results of the TM system.
