Guide To Mods with Best Speed (Mostly secondary Stats)????

I recently started farming mods, but I dont want to waste all my money upgrading them. Is there any way to tell which speed stats from mods are the best; referring to the secondary stats? By that I mean, for example, a health mod with 5.88% offense but has X amount of speed. Sometimes speed appears first from the set of secondary stats, so another question would be does the order of the secondary stats matter for better speed? And how can I tell, overall, which mods grant better speed without spending as much?
