Health Steal Question

Some characters just have it higher, other lower. But I think some mods can increase it a bit.

I haven't seen it on mods but on some gear. It's definitely on g12 gear.

There is only one green gear piece wich can give +5% health steal.
Health steal is determined how many a toon needs that one. It is the MK3 BAW Armor.

Gear pieces do give health steal, not mods. I don't think there's a base health steal for any char.

Plus a few abilities such as nihilus lead will increase them, although I think they are pretty rare

Mk 12 Armatek Multitool has 5% HS on it as well.
