It depends. Usually, raw health is better (y'all please correct me if I'm wrong, it would help me as well). But it depends on the amount, so a little bit of calculation is needed. Anyways, the numbers near the stats could help you. A level 1 raw health is surely worse than a level 3 health %. But sometimes a level 2 raw health can be better than a level 3 health %. I can't help you more than this, I usually just try to slap them on the characters and see what changes. Anyways, don't be afraid to give him an health arrow as well, as he gets free turns more often than not and every single one of them will most likely be a sweep.
