Here's the problem though - it ONLY does if it has a zeta. So no zeta - probably the best is to use the basic so you do get the protection bump. If there is a zeta, sure the special is better. So Yoda would likely need some contingent coding in his AI to use it IF the zeta is present only. I don't think we have any special that is coded with a contingency to check the skill / level of the special. Dev response would be interesting, but I bet their hands are tied since most players will not have a zeta on Yoda and thus this change would be detrimental.
