Hound’s Tooth speed: please help me to understand

In every single fleet arena battle, the enemy Hound’s Tooth goes before mine. Mine has 141(50) speed. The ship is maxed, Bossk is G12+4, one Z, two 6* mods. Today I went to check enemy’s Hound’s Too...

HT gains turn meter when it’s allied ships are attacked. So if another of your ships attacked another of their ships, it gave their HT TM.
