Hound’s Tooth speed: please help me to understand

In every single fleet arena battle, the enemy Hound’s Tooth goes before mine. Mine has 141(50) speed. The ship is maxed, Bossk is G12+4, one Z, two 6* mods. Today I went to check enemy’s Hound’s Too...

if you attack someone who is not HT, the enemy HT will get bonus turn meter and go before your HT
