As Far as I know, you join a shard when you start the game. When a shard fills a new one is created and new players join that shard.
I do not know how long it takes a shard to fill... might be a month. Meaning some players in your shard might have joined a month before you did. Some players might suggest creating a new account if you think you joined your shard late, as joining a shard right after it starts is a huge advantage.
