There's a ton of discord groups who keep an eye on these things. They have spies everywhere.
Where to find them, you'd have to ask somebody else. It's not breaking any rules to do it, so if you want to do it, go ahead.
I would say it's likely not an exact science but there's a fair amount of wiggle room.
