How does one get crazy secondary speed mods

Farm them non stop.

Anyone with two 24 speed mods also had some major luck. Most Krakens don't have two mods with secondary speed that high.

Yeah, it's a lot easier to acquire high speed mods now after they made all the changes to mods.

My comment was from before slicing and dedicated mod energy. haha.
