They are absolutely the only faction that can get into that conversation. I’d likely still give Rebels the nod, mostly because both R1 and Phoenix have Rebel tags, whereas Empire only has Troopers as a sub faction; but it’s a lot closer of a gap then it was a month ago, certainly.
