You are in desperate need of scoundrels for credit heist....your arena squad level is being out paced by your player level. Lando is a fairly easy farm and excellent for that event as well as Boba.
Understand that even when you reach level 85 you are only about mid-game and still have a long way to go. :wink:
Thrawn is a good investment, so finish Hera and gear them all up to at least 8 (take both Hera and Ezra to 9 if you can). This will also likely net you a 7* Palpatine when his event comes around.
TIE Fighter Pilot is useful in both raids, so along with Tarkin (excellent capital ship), Vader and the 2 legendaries you will have a good mid game Empire team for R2. Whether or not you want to eventually grind out Shore, Krennic and DT (for arena) is up to you, or you might later consider trying to farm Wampa for that team.
You also might want to start working on your CLS Rebels: STH, Leia, Old Ben (Lando first) and Luke.
As to the extent of Phoenix' Arena viability...sorry, I just don't know, but some of their zetas do look promising.
