Hera lead requires a team of 4 out of 5 predefined toons with absolutely no wiggle room, so that's a big no. If you go with Phoenix you CAN switch to a more wide rebels team, while keeping Kanan and Ezra on board as you unlock to toons to go for the EP IV team.
Wedge requires Biggs, and some kind of tankyness to be useful either Old Ben or Baze/Chirrut.
If you don't have CLS, I would go with Wiggs/Chaze + R2 or OT Chewie.
If you don't have Chaze, I would go Wiggs/R2/OT Chewie/Old Ben.
If you don't have OT Chewie, Leia is quite good with R2 and can deal a good deal of damage.
Lando has a brutal AOE in early game and is very easy to gear.
Sub in Raid Han for R2, when you have him ready.
And once CLS is ready, you are good to go with CLS, Raid Han, OT Chewie, R2 and Old Ben.
