I think it's time to start merging shards and change payouts.

Maybe, they can sort people by payout time so each of the fresh shards people are merged into have approximately equal amounts of players in their payout times. Taking average rank into account of course over the past month or so

I'm not sure about giving everyone who gets 1st top rewards. Players already help each other out by removing mods. Something needs to be done though.
