Although I would vote for people given the ability to change their payout time. Having it during your commute home sucks.
I'd be cool with that - but even that would be abused. People would try to find the least competitive time slot, change to that, realize it's more difficult than they thought (because others did the same), then want to change again...complain on forums, rinse, repeat...
