I'm stuck in arena

I'm lvl 58, im playing the game intensively, i buy energy etc, i rank 377# in arena and that with many efforts.

This the best rank i can go because below 377# rank 90% of the players are lvl 85. Is that normal so many being 85 lvl from 377# and below?
