A small correction, in order to save credits, don't level it up to lvl 15 and hope the speed increases. The secondary stats increase only at lvl 3, 6, 9 and 12 depending on its colour
So if it's a green mod - lvl 3, blue - lvl 6, purple - lvl 9, gold - lvl 12. If the speed has increases at one of these levels, then level it up to 15
Or just level it up to 12, the secondary stats are maxed at level 12, and saves you the most expensive 14-15 jump if they are not as good as hoped.
