A small correction, in order to save credits, don't level it up to lvl 15 and hope the speed increases. The secondary stats increase only at lvl 3, 6, 9 and 12 depending on its colour
So if it's a green mod - lvl 3, blue - lvl 6, purple - lvl 9, gold - lvl 12. If the speed has increases at one of these levels, then level it up to 15
Ah yes, forgot about that. You can level it up to fifteen if it is an arrow with a speed primary though.
