Is it worth applying a Zeta just for crew power?

Is it worth applying Zetas on to crew members just for the Crew Power boost even if you have no intention of ever using the character in a squad? Phoenix are an example that come to mind, same with H...

In terms of usefulness outside of fleet, Kanan and Ezra have the most useful zetas on Phoenix and they're both on different ships. Finn's zeta works if you have enough Resistance toons to build two teams. Rogue One the only zeta I would consider is Jyn's leadership.
