Is it worth applying a Zeta just for crew power?

Is it worth applying Zetas on to crew members just for the Crew Power boost even if you have no intention of ever using the character in a squad? Phoenix are an example that come to mind, same with H...

The only time it'd be worth burning a zeta purely for crew power, i.e. you rarely or never use the character on the ground or their zeta is just bad, is if you're in a ridiculously competitive fleet shard and it would give a crucial ship a point of speed and make it faster than the other guy's crucial ship.
