No, not necessarily.
Chance to apply a debuff is completely separate from chance to resist a debuff.
The chance to apply (or at least attempt to apply) a debuff is stated in the ability description. If it doesn't say, then it's 100%. This has nothing to do with any stats, including tenacity and potency.
But even if the debuff application attempt is successful, a second "resist" check must be made.
As Kyno pointed out, Chance to resist = Target's tenacity vs Attacker's potency (but no lower than 15%)
A debuff must pass both of these separate checks to apply.
This means the only time potency above 100% will have any benefit is if your opponent's tenacity is over 85% (because of the minimum 15% resist chance). This will only typically occur when opponents have a zeta on Thrawn's or Commander Luke's passive.
TL;DR It depends. Usually yes.
