Is There A Level to Star To Gear Tier to Ability Level Ratio Reccomendation?

Not really. For the characters you are using you want to get them as high as you can because they will be more effective. Even as a casual player, presumably there are parts of the game that you enjoy actually playing, and want characters that will do well at those? When you say a wall at 54 are you talking about with gear or with what exactly? A bit more detail of what you are trying to accomplish would help.

One of the issues I am running into is not really knowing which characters to focus on as they all seem to be used for various events so I feel compelled to focus on them all at once (bad idea, I know, it gets overwhelming).

The wall I am referring to is in reference to LS/DS battles as I am now encountering mobs way more powerful than I. Also, I have become stuck at about 5K arena rank as am encountering teams with great synergy, high star levels and high gear levels. I was working on getting Tarkin to gear level 7 but suddenly he needs 20 pieces of this, 25 pieces of that, etc. It feels as if the game was designed to allow you to get to the 50's before they place a wall in front of you as an incentive to use real money to buy various packs, something I wish to avoid.

You should focus on opening your LS / DS missions to get your gear and shards. Both normal and hard mode. Mods will help you over the humps where you can’t seem to advance.

Cantina and mods are also important to open and develop. Mods enhance your characters and Cantina gives shards and other goodies.

Trying to do everything at once is definitely a losing proposition, especially as a casual player. There are absolutely walls, and the game absolutely wants you to spend, but honestly, being casual is going to be a bigger detriment than anything else. If you are going to enjoy the game casually at all, you simply have to decide not to care that you can't do everything or keep up with the people on your shard, and just focus on the parts you enjoy. Pick the teams that you like or the ones that will eventually get you characters you like. For example, if you really want to eventually get Thrawn, then start working on Phoenix - they can be very helpful in a lot of areas, they have very good synergy, and they can get you Palpatine as well. If there is a particular thing you really want then we can give more specific advice for how to go about getting it.

One thing that is very helpful for a low level player trying to get through LS/DS battles is getting powerful allies. When I got into a guild with max level players, I was able to blow through fights I had been having trouble with by borrowing their maxed out Wedges and Palpatines and the like. If you need allies, many people here are willing to friend you and you can borrow their powerful characters to help you out.

Stars and levels only add basic stats. Star levels increase the multiplier of each level. There is some sort of balance to power thing but really you need levels for gear and ability levels. So with star level increasing the multiplier for levels leveling a 7* hero from 50 to 60 has a much greater increase in stats than a 2* hero from 50 to 60.

Gear adds to all stats including the more useful ones such as speed and potency (and obviously protection).

Back when the game started and the caps were much lower stars had a much larger impact on the game, now gear is the greatest impact (other zetas). Such when the game started stars were the most important thing (level cap 6 gear cap 7 or 8?) and now its gear and zetas.

Each level of gear adds more to stats and protection than the previous level while each actual level is exactly the same power increase from 1-2 or 84-85.

TLDR: for heroes you use max everything possible in order of importance.

This brings to mind an interesting question: Should I keep certain character at level 1 while focusing on getting them to 7* BEFORE I level them up?

Sadly the mods decided to move this post from general to here. I hope the above question does not go unanswered since if it wise to advance a character to 7* before leveling them it would greatly impact how I play.l

The end effect on power is unchanged.

With TB these days its best to level them to like 50, get all skills to level 3, and gear to whatever you have on hand for the GP.
