Is tusken shaman good?

In the right team he is very solid...
I use him in my empire team and his heal is amazing with negative effects on the other team... Dramatically more than any other healer can offer. The offense up is a nice boost and he has a dot (or two) on his basic which pairs well with a dot/ debuff team
