Okay so first -Luke gets 40 percent potency. When he uses his basic and inflicts a debuff (which is often) he gains 10% turn meter and allies half that amount. The kicker lies in his counter-chance ability. He is always countering -most of the time inflicting debuffs and therefore speeding your entire team up. The health and protection gain is nice as well.
He along with Zolo are a killing machine. Zeta him up and you won't be disappointed.
