No mods seems excessive. You are slowing down your ability to kill the enemy by not giving him damage. You can always farm a new set that doesn't have speed easier than farming one that does.
Sure, keep a speed-less mod set will work too. It's just I don't want to keep a set just for that purpose. And "naked" works just fine. I have no issue with any phases. There is enough dmg output on that team.
