JKL Leadership Question: Base speed
I'm curious what base speed refers to here. Is it before mod speed (what we generally refer to as base speed) or is it after mod, but before buffs? I only question because leadership specifically me...

“Base” has historically meant after mods, but prior to uniques and leadership abilities.
It would take zero server side resources, since all combat is client side.
