I'm curious what base speed refers to here. Is it before mod speed (what we generally refer to as base speed) or is it after mod, but before buffs? I only question because leadership specifically me...

The speed, health, offense, protection, critical hit avoidance etc that your character has after mods has been applied in the character inventory screen is the base stats
