JKL Leadership Question: Base speed
I'm curious what base speed refers to here. Is it before mod speed (what we generally refer to as base speed) or is it after mod, but before buffs? I only question because leadership specifically me...

Zombie is 50% and 100% loss. So if you kill her twice without her taking a turn and she has 2 stacks of her unique debuff her speed is already set to -100% or 0.
