JML doesn't dispell buffs when attacks enemy with Foresight

Doesn't look like WAI: can't see that dispell requires the hit, even more - it seems that dispell should be applied before the hit. Instead enemy just evades. Happened in the battle vs JMLS squad with...

Dispel all buffs on all enemies and Stun target enemy for 2 turns, which can't be copied, dispelled, or resisted. Then, deal Physical damage to target enemy and Kylo gains 20 Siphon until the end of the encounter. On a critical hit, Kylo gains 40 Siphon instead. This attack can't be evaded.

If the attack can’t be evaded, neither can the dispel. If the attack can be evaded, so can the dispel.
