I have mine modded with all defense mods, and as many protection primaries as possible while focusing on speed secondaries too. She does have a speed arrow.
My Holdo's stats:
28812Health
74761Protection
151Speed
150%Critical Damage
9.66%Potency
40.28%Tenacity
34.65%Armor
2%Dodge Chance
0%Physical Critical Avoidance
She gets 25% potency from bb8, and around 5.5% from R2, which brings her to about 40%, but I really didn't stack any potency on her at all.
So her speed is usually a 201 in my opening flurry, and of course she's getting tm gain whenever an expose drops. My main goals with Holdo were to get her to drop that daze ASAP and to keep her alive and taunting for as long as possible. She has very low armor for a tank, but does get a fair amount of foresight to help that out.
Personally I feel like gear and star rating are more important for taunters than any other type of character. Not sure how well I would do if she wasn't golden. I'm sure her kit would still be valuable, I'm just not sure about her survivability.
