Juhani or canderous ?

Is it easier to gear to 17500 power juhani or canderous ? I have juhani gear 8 and canderous still gear 7. Looks like it s harder canderous but not sure

Juhani has more carbanti needed but canderous has more stun guns.

Canderous is the better character overall though
