He is a little slow, so by the time he gets to go he usually has some missing protection. He has to max his protection before he gets prepared. So using special give him protection up and will close the gap on his max protection. Then usually one hit on anyone else will prepare him.
The mechanic is really overly complicated and conditional, but mine heals 6k personal protection and 3k protection on allies per pulse, so it's really rather awesome.
