Under JMK you can gain bonus turns, but not %turn meter.
For example, if GMY uses his aoe special, he gets a bonus turn. But if he uses his basic on an enemy with more than 50% health he gets no TM gain, and he doesn't get TM from his spread buffs special either.
If the ability mentions a % of tm, JMK will prevent it.
