I think the point is that they didn't find any characters with disabilities, and they wanted to introduce a character with a disability.
For what purpose? Fun fact - SW universe had major characters with disabilities long before it became the mainstream. I mean, even in OT we have Luke, Vader, disfigured Palpatine, very-very old Yoda who walks with cane, and maybe some minor characters which I don't remember. Later we have Chirrut, Saw Gerrera, etc, etc. So focusing on "disability" of some make up from nowhere character is... strange.
