HRS isn't about damage, he's about speed. And when you target the lowest Tenacity toons on the opposing team, he has a fairly reliable stun.
He's really the most well-rounded and balanced attacker in the game. Point is that there are some clearly top-end choices available as well *cough* Rey *cough*. That's when you realize this game isn't balanced: instead of choosing the speedy attacker that fits the perfect role in your team, you're better off slapping in an off-synergetic character that just bags the damage numbers.
