Aside from squads which are very important I always suggest looking at toons who have multiple uses.
Ezra and Kanan are part of Phoenix, rebel and Jedi which gets you 2/5 of the way to Yoda.
St Han is rebel, CLS required and scoundrel which gets you training droids but more importantly - credit heist.
Old Ben - Like Han he's Rebel and CLS required plus the jedi tag.
From those four toons alone you get...
4/5 rebels needed for Palpatine
3/5 jedi needed for Yoda
2/5 needed for CLS
2/5 needed for Phoenix and Thrawn
1/5 needed for scoundrel
By extension assuming you work on Phoenix as your first "squad" you're getting Palpatine and Thrawn who both get you closer to R2 who adds that 3rd piece to CLS.
I'm not saying you should go for those four first alongside the other Phoenix, my main point is that if you can knock off two viable slots with one toon the distance to the next goal/milestone feels a little shorter and there are a lot of double tag toons outside of those I mentioned.
