Phoenix would be my first priority. They're all Rebels (good to get Emperor), two of them are Jedi (which will help with Yoda), they're pretty decent for PvP, you can get farther on light side battles than you would with a random/non-synergy team, and they're great in Galactic War. I'm seriously glad I leveled mine up for the Thrawn event. Granted I still couldn't get him to 7 stars (that's another story) but they're my go-to team and I can almost always finish GW now.
You're not going to get Resistance leveled in time for anything that happens pre EP8, so I wouldn't worry too much about that.
I've been playing for a while (serious grinding etc for a year) and I still haven't zeta'd anyone. I'll probably do my first on Finn, but I haven't reevaluated since Phoenix got their upgrade.
