All the advice here is really good. I would especially emphasize making scoundrels a priority so you can clear the highest available credit heist tier. If you don't have credits, you can't level mods (which others have noted you need to do) or toons. This will hold every team back, including your arena team.
Another point I really want to second:
I've been playing and following the game long enough to see that toons that were once total garbage have become meta. (And meta toons have become obsolete. And then become meta again.) When I started, Biggs was garbage. Finn—garbage. Kylo—garbage. Every Empire toon—garbage. And then when the toon got a rework or new synergy or became needed for a legendary character, everyone who had farmed them back when nobody else did had the last laugh.
I'm not saying that Mob Enforcer or Ugnaught will ever be good investments. But it has occurred to me that once you get a few key squads built out (like scoundrels, rebels, etc.), just going for toons you personally like may not be a terrible way to play. If you're in it for the long haul, they may well become meta someday.
