Level 64, worth starting again?

I have a level 64 account, piccies below, can't get above 164 rank, either I am unlucky or rubbish, happy to hear which one (possibly, lol). If I were to start again and invest £80 on packs, would I b...

Great advice and I just started a new account, bought a £3.99 pack and got a 4* Barriss, so stoked!!!
