Both of the rebel teams your working will lose its place on the leader board as your shard opens up more powerful guys.If you dig the hole wide and deep enough you'll cover all your bases eventually. Mods are very crucial just don't over gear some of the teams. I would stop gearing phoenix once they get strong enough to finish off thrawn, then start working your way toward cls

Thanks for all the feedback guys. It seems like pheonix is really the way to go both short and long term. T2 credit heist wasn't really a problem but I farmed IG-88 thinking it might get a lot tougher when I unlock T3 at 70.

I revisited arena after some research on how to approach pheonix teams and found that I have decent success beating them if I just don't use landos special to prevent getting group hugged to death. Maybe that'll be enough to keep me stable in the rankings til I get this sorted.

You have the makings of a really good scoundrel team for credit heist and training droid heist, you just need 1 more for when you open the highest tier, so picking a 5th scoundrel and working on that will be good. Biggs is still a great character to farm, as his ship is one of the best in the game and a lot of top players run his ship, even on really old shards.Phoenix is a great farm to get Thrawn, and they will be needed to get his ship, but you will need Admiral Ackbar' home one and at least 3 rebel ships in addition to Ghost and Phantom (Phoenix ships).
