Which stunned and ability blocked- They can't rework him to be the Jedi badass we want because he'll break the game for low levels as well as endgame players due to his extreme accessibility.

True, but with a little effort his skills can SCALE well later into his Omega and ZETA upgrades. This wouldn't allow overpowered utillity in the early stages- The could always release :
