Malak prevents all sith from gaining turn meter?

Im not not no expert in converting tm gain into speed but the way i see it is marauder has a 20%tm head start but dr is still 33 speed faster and is able to still out speed the marauder with his head start.
Also when i fight jkr my marauder is always going first after jkr direct focus even though hes the slowest on the team at 220 speed compared to my dr who is 296. And yes i have malak
