So with the new g12 finishers and the explanation that % effects on mods don’t impact a gear tier until it is completed, it would seem that offense mods and offense triangles might be getting a boost....

Yes, offense mods in general will get a boost. No point in running full numbers though until we find out details on the last gear piece. As always, it will be character specific.
