You can’t prevent the one-shot if Palpatine gets it off, that’s just the mechanic for the event is all—if he hits someone, they fall down.
So what you need to do is minimize the number of times he gets to go. The good news is that Palpatine is very slow for this event, so Speed Down will give you a lot of bonus time to work with. Stagger will give you even more. Stuns give you even more than that—though I think Zeb has the only stun for Phoenix and it’s never been very reliable for me so I wouldn’t recommend it personally—if you have R2-D2, use its basic.
If it looks like Palpatine will get a turn, your best bet is probably to taunt and have Hera throw Backup Plan on the taunter. You may get licky with Chopper dodging if it’s taunting, but, again, not recommended.
The other alternative is if you have some sort of mass cleanse—Baze has one, but other characters do as well (Echo if you’re using Clones). Focus on Palpatine, then when you trigger all the taunts you can wipe them away and continue with burning down the Emperor.
