Minimun for legendary events?
I want to grab both Thrawn and Yoda next time they come around. I know both need 5 star units, but I'd like to know what level/gear/ability level they need to be so I don't commit unnecessary resource...

50 is the bare minimum so you can put some decent mods on, they help more than anything.
My team for 5 star BB-8 was all 5*, G7, 3 at 55, Kylo at 80 and Phasma at 72. My first try was all of them at 55 with garbage mods. Just make sure to save enough Credit and Training so that you CAN level if you need to. Once you've played it you have a better idea of what to level as well.
I'm not sure what you mean by not relying on the RNG, you get infinite (well, up until the event is over) retries, so you CAN go in with a weak team. It took me about 10 tries to get Palpatine, and 5 to get BB8. The Credit heist the first time took me 10 tries. I'm leveling St Han for other reasons otherwise it would always take 10.
