Mods for Savage Oppress

Would he benefit more from Health or from defense mods? Or maybe another kind like crit something? Advice please.

I would recommend fully upgraded tenacity mods with speed arrow, crit chance triangle, and either potency/tenacity cross. Try to get as many speed secondaries as possible.
