Nebit's distracting negotiations decrease itself cool down?
Was just wondering cause it does seem to pop back fast

Jawas don't have a cleanse though, so he'll taunt, get swarmed, likely get ability blocked and his buffs removed in the process, and then it doesn't really matter what his cooldowns are. He might get one taunt off which will last 1 enemy turn (but sometimes that's all you need).
