Nebit's distracting negotiations decrease itself cool down?
Was just wondering cause it does seem to pop back fast

Not true. Both have a CD of 3 that gets reduced to 2. A cd of 1 means you can use it every turn. CD of 2 means every other turn. Can spam specials back and forth with him.
I have used him. I know it works this way.
Then why is it I always encounter situations where Nebit only has basic available? Even against teams with no way of cooldown increase like Phoenix.
